Most bids are thrown out before the price is even opened, because a tax certificate is missing, an affidavit is unsigned, or the e-bid was uploaded in the wrong format.

Questions about tenders and e-bidding
- What documents are always required in a Pakistani government tender?
- Nearly every tender asks for an NTN certificate, sales tax registration, active taxpayer status, an affidavit that you are not blacklisted, and proof of similar completed work. Missing any one of these gets the bid rejected at the technical stage.
- What is EPADS?
- EPADS is the Electronic Pakistan Acquisition and Disposal System, the PPRA e-procurement portal where federal and many provincial tenders are now advertised and bids are submitted electronically.
- Why do bids get rejected on technical grounds?
- Most rejections come from expired certificates, an unsigned or wrongly stamped affidavit, missing page initials, or a financial bid uploaded into the technical envelope. All of these are avoidable with a checklist.
