How freelancers and IT exporters are taxed in Pakistan
Foreign earnings brought into Pakistan through proper banking channels are taxed at a concessional rate for IT and IT-enabled service exporters, provided the receipts come through an exchange company or bank and are supported by a proceeds realisation certificate.

Freelancers in Pakistan earning from Upwork, Fiverr, Payoneer or direct foreign clients are taxed on that income. Where the confusion sits is not whether it is taxable, but at what rate, and that depends almost entirely on how the money arrives.
Your income is taxable wherever the client is
A resident of Pakistan is taxed on worldwide income. It makes no difference that the client is in Dubai, Germany or California, or that the platform is registered abroad. The income is earned by you, in Pakistan, and it goes into your return.
Freelancing income is business income, not salary. That places you on the non-salaried slab rates unless the export concession applies.
The export concession, and what unlocks it
Pakistan taxes exported IT and IT-enabled services at a concessional rate rather than the ordinary business slabs. The gap between the two is large enough that it usually decides whether a freelancer's tax bill is manageable.
The concession attaches to how the money comes in, not to what you call yourself. To qualify, the export proceeds must be received in Pakistan through a banking channel, and the bank or exchange company must issue the certificate evidencing that the funds came in as export proceeds.
Payoneer withdrawals into a Pakistani bank account, direct wire transfers, and remittances through an authorised exchange company all fit this pattern. Cash brought in by a relative, or a transfer through an informal channel, does not, and it creates an unexplained income exposure under section 111 on top of losing the concession.
What you should be doing every month
Keep the money in one dedicated bank account. Mixing personal and business receipts makes the reconciliation impossible later.
Ask your bank for the proceeds realisation certificate. Some banks issue it automatically, most do not, and you need it at filing time.
Keep the contracts and invoices, even for small platform jobs. When a notice arrives two years later asking about a bank credit, the invoice is what answers it in one line.
PSEB registration
Registration with the Pakistan Software Export Board is not required in order to earn or to file. It is worth doing for anyone exporting IT services regularly, because it is what several concessions and facilities are keyed to, and because it makes the export character of your income documentary rather than argued.
Sales tax on services
The federal concession deals with income tax. Sales tax on services is provincial. A freelancer working from Karachi may fall under the Sindh Revenue Board, from Lahore under the Punjab Revenue Authority, and from Quetta under the Balochistan Revenue Authority.
Most provinces exempt or apply a reduced rate to IT export services, but the exemption usually depends on being registered with the authority in the first place. Being unregistered is not the same as being exempt.
The most common mistake
The most expensive error we see is a freelancer who earned well for three or four years, never filed, and then bought a plot. The property purchase is reported to the FBR automatically, a notice follows under section 111, and the entire cost of the plot is treated as unexplained income because there is no filed record of the earnings that funded it. Filing each year, even with modest tax, prevents this entirely.

Questions on this
- Do freelancers in Pakistan have to pay tax?
- Yes. Income earned by a resident of Pakistan is taxable wherever the client is located, and freelancing income is business income that must be declared in an annual return.
- What is the tax rate on IT export income?
- IT and IT-enabled services exported from Pakistan attract a concessional final tax on export proceeds received through banking channels, which is far lower than the normal business slab rates.
- Do I need to register with PSEB?
- Registration with the Pakistan Software Export Board is not required to earn, but it is what unlocks several concessions and is usually worth doing for anyone exporting IT services regularly.
- What if my client pays into my personal account?
- Payments must come through a banking channel with a proceeds realisation certificate to qualify for the export treatment. Cash or informal transfers do not qualify and create a section 111 exposure.
Rather we handled it?
Reading it is one thing. Filing it correctly, on time, and defending it if the FBR asks questions is what we do every day.
