How to become a filer in Pakistan

You become a filer by registering for an NTN on the FBR's IRIS portal and then filing an income tax return, after which your name appears on the Active Taxpayers List the following Monday.

Becoming a filer in Pakistan means two separate things that people often confuse. First you register with the Federal Board of Revenue and get a National Tax Number. Then you file an annual income tax return. Only the second one puts your name on the Active Taxpayers List, and only the Active Taxpayers List reduces the tax deducted from your bank transactions, your vehicle token and your property deals.

Step one: register on IRIS

Registration is done on the FBR's IRIS portal and costs nothing. You need a CNIC, a mobile number registered in your own name, an email address, and proof of your address such as a recent electricity bill.

For an individual, your CNIC number becomes your NTN. There is no separate number to remember and no certificate you must collect in person. For a business or a company the FBR issues a separate seven-digit NTN.

The mobile number matters more than people expect. IRIS sends the verification code to a number registered against your own CNIC, so a number in a relative's name will stop the registration.

Step two: file the return

The return covers a tax year that runs from 1 July to 30 June. The return for the year that ended on 30 June is due by 30 September.

A salaried person needs a salary certificate, bank statements for the year, and the tax deduction certificates from the employer and the bank. A business needs its accounts, or at minimum a summary of receipts and expenses, along with bank statements.

Alongside the return you file a wealth statement, which lists what you own and what you owe at the year end. The increase in your wealth from one year to the next has to be explained by your declared income. This is the part most self-filed returns get wrong, and it is the part that produces notices two years later.

Step three: appear on the ATL

The Active Taxpayers List is republished every Monday. A return filed on a Tuesday will not show until the following Monday, so allow a full week before any transaction where your status matters.

If you filed after the deadline you will not appear at all until you also pay the surcharge under section 182A. Many people file, wait, and conclude the system is broken, when what is missing is that separate payment.

Filing years you missed

Previous years can still be filed. Each late year carries its own surcharge, and the older years are usually simpler because the department has less to question. Filing two or three back years together is common and gets you onto the list in one step.

What being a filer is actually worth

The saving is not theoretical. A non-filer pays roughly double the withholding on bank profit and on dividends, a higher rate on vehicle token tax, and several times the filer rate of advance tax on a property purchase. On a single property transaction the difference usually exceeds a decade of filing fees.

Questions on this

How long does it take to become a filer?
Registration takes a day and filing takes two or three days once your documents are ready, but your name appears on the Active Taxpayers List only when the list is next updated, which happens every Monday.
How much does it cost to become a filer?
Registration with the FBR is free. The costs are the tax you actually owe, the late filing surcharge if you are filing after the deadline, and the professional fee if you use a consultant.
Can I become a filer if my income is below the taxable limit?
Yes. Filing voluntarily with zero tax payable still puts you on the Active Taxpayers List, which is what reduces the withholding tax you pay on banking, vehicles and property.

Rather we handled it?

Reading it is one thing. Filing it correctly, on time, and defending it if the FBR asks questions is what we do every day.
